  • Brief Highlights: Origin of the CQL

    The Centre québécois de leadership is the result of a partnership between the Treasury Board Secretariat (TBS) and École nationale d’administration publique (ENAP). It was created in June 2004 following a government decision contained in the Human Resources Management Plan 2004-2007.

    The Centre is responsible for supporting public service officials in developing and updating their skills, by following the management skills government profile.


    CQL’s mission consists in exercising leadership in developing the corporate skills of managerial staff, complementary to local practitioners, so that Quebec public service officials can fully contribute to governening the State.


    The Centre québécois de leadership wishes to be recognised as:

    The reference for developing pertinent learning activities and corporate programs for public service officials.

    A place of reflection and exchange on the functions of public service officials and a place to share knowledge and innovations.

    A place for coaching public service officials on managing their career.


    Its products and services are intended for Quebec public service officials, whether these be newly appointed or people with experience. In order to reach this clientele, the CQL associates itself with and especially consults department and organisation human resources executives as well as various authorities (deputy ministers and organisation senior officers).
